[Ncep.list.nems.announce] upcoming NEMS commits

Hi all,

Changes are committed to all apps, NEMS, and produtil.

Apparently there are two produtil repositories in VLAB: NCEPLIBS_produtil
and EMC_produtil.  I will probably delete the nceplibs version because it
is very out-of-date.  For now, this has no impact on NEMS because VLAB git
NEMS has its own copy of produtil instead of using a submodule.
