[Ncep.list.nems.announce] upcoming NEMS commits

Hi all,

I've been asked to commit this immediately so that another urgent FV3
commit can go in tonight.  I've finished running all tests except
NEMSfv3gfs on WCOSS Phase 2.  I'll commit as soon as those tests succeed.
I'm hoping to finish everything by 7 PM Eastern tonight, but it depends
partly on queue times on WCOSS Phase 2 (and how slow the DC metro is today).

The NEMSfv3gfs test logs are committed to the jet-fixes branch of
NEMSfv3gfs.
