[Ncep.list.nems.announce] Jet NEMS FV3 added to nightly tests

Hi all,

I've added Jet NEMSfv3gfs to the nightly regression tests of NEMS.
Previously, we only tested NEMSfv3gfs for commits.  I've run into strange
issues recently on Jet where some FV3 output files will mysteriously have
zero size.  I'm hoping the nightly tests will help pin that down.
