[Ncep.list.nems.announce] upcoming NEMS commits

Hi all,

The higher-priority commit I was waiting for has finally  gone in to the
NEMSfv3gfs.  I'm re-testing these commits and plan on committing them
tomorrow morning.  I'll send out the paths to the logs once I finish
re-running the tests.

Again, the branch is "jet-fixes"
