[Ncep.list.nems.announce] upcoming nems commit: add git support

Hi all,

The NEMS has some subversion repo logic inside it, to report revision
information and repo URL during execution or within scripts.  I'm updating
the system to support both git and subversion.  Among the scripts to be
updated are the ones that run the nightly regression test website.  During
parts of monday and tuesday, the website might spew gibberish while I'm
updating those scripts.

I'm planning on committing the repo changes Wednesday.  The changes are
solely within the NEMS repository, not in the apps or produtil.
