[Ncep.list.nems.announce] Impending NEMS documentation commit

Fine NEMS developers,

I'm going to update the NEMS documentation in trunk/doc.  As previously
discussed, updates that are purely documentation cannot break any
applications; they can only break the documentation.  Hence the test is to
generate the documentation website.  The link and website URL are below.  I
plan on committing this Tuesday between 9-11 Eastern time.

The updated documentation is in this branch:

The updated website is here:

http://www.emc.ncep.noaa.gov/projects/nems-sample/

I have visually examined all pages that were changed.  The content and
appearance are correct.
