[Ncep.list.nems.announce] NEMSGSM + GOCART commits for GOCART bug fix

Hi again,

I'm going to commit the NEMSGSM/trunk change for the GOCART fix between
noon and 1:30 PM Eastern time today.  The GOCART trunk commit already went
in, as revision 94798.
