[Ncep.list.nems.announce] NEMSGSM + GOCART commits for GOCART bug fix

Hi all,

Tomorrow, I will commit a bug fix to the GOCART build system's site
detection logic.  This will require updating the aerosol/chem trunk and the
NEMSGSM trunk.  All NEMSGSM tests pass on Theia and WCOSS.  If anyone is
having strange build failures in the gsm+gocart where gocart uses
"/usr/local" or "" as the path to libraries, then you've probably run into
the bug that I'm fixing.

The GOCART branch is in the NEMS repository because I do not have aerosol
