[Ncep.list.nems.announce] Theia bug fixes committed to repo; WCOSS bug fixes pending

NEMS developers,

As promised ~2 weeks ago, I have committed bug fixes and workarounds to all
known Theia issues affecting GOCART, NEMSGSM, and NEMSfv3gfs.  This
included commits in the GOCART, NEMS, NEMSGSM, and NEMSfv3gfs
repositories.  There will be two more commits coming in soon:

1. Logic error in GOCART site detection on WCOSS Phase 1
2. Updating paths after /gpfs/hps filesystem is split in three next week.

I'm testing the GOCART change now, and I hope to commit it tomorrow.  I'll
send out the branch after I finish retesting it under emc.nemspara.

The path update cannot be tested until after the WCOSS filesystems are
changed next week.  It is likely to require changes in NEMSfv3gfs, and
possibly NEMS or FV3.
