[Ncep.list.nems.announce] Upcoming NEMS commits due to Theia & Jet changes

Hi all,

The GOCART can build and run on Theia now, with some minor build system
modifications.  I need to test on WCOSS Phase 1 again before I can commit
my changes.  This is because the GOCART build system modifications may
break on WCOSS if I'm unlucky.  The GOCART trunk commit will go at the same
time as my NEMS commit.
