[Ncep.list.nems.announce] Upcoming NEMS commits due to Theia & Jet changes

Hi all,

I'm still waiting to do my commit, plus some emergency changes for Theia
support, because GOCART does not build on Theia.  We have tracked down two
of the causes of the build failure, but there is at least one more.
