[Ncep.list.nems.announce] GSM, NEMS trunk commit with GSM ticket #93!

Hi, Dusan,

The regression tests have been run theia as well.

All the tests OK.

I didn't update the RegressionTest_theia.log on wcoss (but I have included
it in the ticket).

I should have it committed too.

As to nmmb, I will check with Fanglin and Moorthi, they did the commit for
me.
