[Ncep.list.nems.announce] NEMS trunk commit (NMMB)

NEMS developers,

I am ready to make trunk commit with code changes in NMMB atm component
only. The modifications include removing three unused passive scalars from
advection routine and tracers array (O3, 'unused water array and QV - water
vapor mixing ratio). Main nmmb driver routine is changed to call passive
advection of specific humidity every time step.

My working copies are located in these directories:

/scratch4/NCEPDEV/meso/save/Dusan.Jovic/nems/trunk_no_o3_tracer
 and
/meso/save/Dusan.Jovic/nems/trunk_no_o3_tracer

The changes require new baseline results (NMMB only).

Ratko, please update your REGRESSION_TEST directory with the content from
