[Ncep.list.nems.announce] passing information between dynamics and physics in NEMS

Phil,

I would suggest to have this logical variable defined in gsm configure
file: atm_namelist.rc. You can see this configure file in
tests/exglobal_fcst_nems.sh. Variables that needs to be defined before gsm
dym/phys start are listed in the atm_namelist.rc. Hope this helps. Thanks.
