[Ncep.list.nems.announce] Commit to the trunk for the NEMS gfs running on the theia machine.

Well, now I am stuck with repetition of
"TEST is waiting to enter the queue
TEST is waiting to enter the queue
TEST is waiting to enter the queue
TEST is waiting to enter the queue"
not going anywhere!
This is exactly why I dislike doing regression tests - I could spend all 
my time just doing this!
