[Ncep.list.nems.announce] Commit to the trunk for the NEMS gfs running on the theia machine.

I have been trying to run regression test on phase2 and my very first 
gfs_32 test would hang after 21 hours.
After struggling for few days to debug, I noticed that the script uses
"export MP_MPILIB=pempi".
So I finally changed this to "export MP_MPILIB=mpich2" this morning and 
the test did not hang and completed.
So, how is it working for others?
