[Ncep.list.nems.announce] NEMS trunk update

Hi Moorthi,

we have to run tests on both development (Theia) and production (WCOSS) 
macine.
In order to commit we have to pass reg tests on both machines.
I believe, once it worked on WCOSS, it would be very easy for you to 
submit tests on Theia?
