[Ncep.list.nems.announce] GSM Commit - Ticket 23: Allow NEMS GFS to read nemsio ICs files

There was a commit to the GSM trunk this afternoon, to incorporate changes
from ticket #23: Allow NEMS GFS to read nemsio ICs files. This commit was
done at r30692 <https://svnemc.ncep.noaa.gov/trac/gsm/changeset/30692>.

Please update your GSM branches accordingly.
