[Ncep.list.fv3-announce] global-workflow: GFSv16.0.7 and EMC_verif-global tag updates into develop

There has been a commit to the global-workflow develop branch to pull in
updates from NCO for GFSv16.0.7 and a new EMC_verif-global tag.
Commit details:

Committed changes:

   - Changes from NCO post-hand-off for GFSv16.0.7 (pulled from
   release/gfsv16.0.0 branch):
   - Resource refinement for forecast and post jobs in production (config
      and ecflow script updates).
      - Several wave script updates/fixes.
      - Update EMC_gfs_wafs tag to gfs_wafs.v6.0.19.
      - Add two missing WAFS code symlinks to link_fv3gfs.sh.
      - Update to gfs_bufr code to speed it up in operations (turn off
      debug prints).
   - Updated EMC_verif-global tag to verif_global_v1.13.5; fixes a bug in
   plotting of confidence interval bars in mean plots (
   NOAA-EMC/EMC_verif-global#32
   <https://github.com/NOAA-EMC/EMC_verif-global/issues/32>).
   - Also, bug fix for postsnd and wavepostbndpnt jobs for when FHMAX_GFS <
   180hrs (config updates to check FHMAX_GFS).

This is likely the final commit of post-hand-off GFSv16 changes from NCO
before the GFS implements into production Wednesday next week (March 17th).
Once the GFS implements the "release/gfsv16.0.0" branch will be merged into
the global-workflow "operations" branch and tagged accordingly. That merge
and tag will be announced once completed.
