[Ncep.list.fv3-announce] global-workflow: Post-cmake cleanup and decommissioning

There has been a commit to the global-workflow develop branch today to
perform post-cmake commit cleanup and decommissioning. The conversion of
the workflow utility codes to cmake consolidated many build scripts and
modulefiles into one. This commit removes the old pre-cmake build scripts
and modulefiles.
