[Ncep.list.fv3-announce] SLURM updates for FV3GFS free-forecast mode

All,

The global-workflow master has been updated with changes for running FV3GFS
in free-forecast mode under SLURM. The locally installed masters have been
updated on WCOSS-Dell, WCOSS-Cray, and Theia.

Free-forecast mode SLURM workflow updates for R&D machines (Theia - no
impact on WCOSS)

Machines tested on: WCOSS-Dell, WCOSS-Cray, Theia
Output changes: No changes to results

Summary of changes:

   - parm/config/config.fv3ic - added Theia if-block for resource
   adjustment for fv3ic job (no impact to WCOSS)
   - ush/rocoto/setup_workflow.py - small bug fix
   - ush/rocoto/setup_workflow_fcstonly.py - duplicate SLURM changes from
   setup_workflow.py for free-forecast mode
   - ush/rocoto/workflow_utils.py - spelling fixes and added getic job to
   service partition for Theia

Things still to address in later commits:

   - Downstream jobs (e.g. gempak) are not yet supported/tested on R&D
   machines or under SLURM
   - Update fv3gfs_chgres.sh to submit to SLURM on Theia
   - Address silent failures in fit2obs job in first half cycle
