[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20190515

Dear all,

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Ticket #63969 <https://vlab.ncep.noaa.gov/redmine/issues/63969>: revert
fractional land sea mask code changes

It is found that the fractional land sea mask code changes have some issues
that regression test did not catch. Some FV3GFS forecast tests with the
latest FV3 master branch containing the the fractional land sea mask code
failed, while the same test cases ran successfully with the earlier
revision of FV3 master branch without the fractional land sea mask code
changes. Due to the tight schedule of GFSv16 physics package testing, the
FV3 master branch was reverted to the revision before the fractional land
sea mask code changes was committed.

This change has no impact on baseline. Regression test passed on theia and
wcoss platforms (phase1/2, cray and dell).
