[Ncep.list.fv3-announce] NEMSfv3gfs git repository updates 20190523

Following changes were committed to the NEMSfv3gfs repositories:

Ticket #63993 <https://vlab.ncep.noaa.gov/redmine/issues/63993>: Unified
gravity wave drag plus update to zenith angle calculation at low horizontal
resolution and update of physics driver to account for chemistry and other
tracers

In this ticket, Unified Gravity Wave drag which is the result of
collaboration between SWPC, CIRES and EMC is added into IPDv4. It modifies
the original orographic gravity wave drag and mountain blocking and adds
additional non-stationary non-orographic gravity wave parameterization that
represents gravity waves generated by convection and other forms of
turbulence associated with fronts etc. When this UGWP is invoked, the
current stationary convective gravity wave drag will not be invoked.
Namelist variables do_ugwp and do_do_tofd are added to gfs physics namelist
to control if the UGWP will be called. When those variables are set to
.true., a UGWP namelist cires_ugwp_nml needs to be added into the input.nml.

Other code changes include:
- In the physics directory, dcyc2.f is updated to have consistent zenith
angle calculation with that is radiation_astronomy.f file.
- Some fixes and updates are made to MG2/3 and the MG microphysics driver
m_micro_driver.f90, moninshoc.f now has a limit on background diffusion
below inversion.
- Updates to "radiation_clouds.f" to make it more compact and efficient.
- Updates to sfc_cice.f to clean up unnecessary code.
- Updates to sfc_sice.f to remove MOM4 related code.
- Updates to module_wrt_grid_comp.F90 to have consistent file names for the
output history files when nsout>0
- In the physics driver, in addition to UGWP, there is update by adding
call to shoc when ntrac and nvdiff are not equal. There is also minor
update related to snow fraction calculation for MG3 and GFDL MP and for
snow fraction for coupled application.

Above changes alter baseline results. New NEMSfv3gfs baseline was created
on theia and wcoss platforms. Regression test passed on theia, wcoss
phase1/2, cray and dell.
