[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20190506

Dear all,

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Ticket #56264 <https://vlab.ncep.noaa.gov/redmine/issues/56264>: add
fractional landmask to FV3

Current FV3 model can only take non-fraction land sea mask, each grid box
has to be either land or ocean/lake. In this ticket, surface property
variables oceanfrac, landfrac and lakefrac are introduced as ocean, land
and lake fractions in each grid box. Code is added to read in the land and
lake fraction in additional to the existing land sea mask variable slmsk.
Ocean fraction is then derived from the two fractions assuming ocean and
lake don't co-exist at one grid box, if they do, lake (ocean) rules in the
uncoupled (coupled) FV3. Code is modified to compute the composites of
surface variables over water, land and ice.

The code has no impact on current FV3 regression test as the FV3 RT initial
condition is still using non-fractional land sea mask. Regression test
passed on theia and wcoss (phase1/2, cray and dell).

Also FV3 regression test rt.sh is switched to slurm in this commit since
Torque/Moab scheduler will be disabled after 5/7 maintenance (NEMSfv3gfs
compset run has already been able to run with slurm).
