Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Ticket #60897 <https://vlab.ncep.noaa.gov/redmine/issues/60897>: update fv3
restart capability

In this ticket, the problem that low frequency files are not output from
fv3 for certain restart cases is fixed. The first alarm ring time to
control when to write out history files is modified so that the alarm will
ring after the high frequency output is finished. Also, a configuration
variable output_1st_tstep_rst is added to model_configure file. When it is
set to .true., the model will output the first time step history files
after restart. This function is required by GEFS restart run. By default,
the variable is set to .false.. Lastly, the bucket time is adjusted for
some restart cases.

The configuration variable output_1st_tstep_rst is added to model_configure
file in current RT. Its value is set to .false. by default. With that there
is no impact on current regression test. Regression test passed on all the
supported platforms including wcoss (phase1/2, cray, dell), theia, jet and
gaea (c3/c4).
