[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20190319

Dear all,

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Ticket #60951: output physics diagnostics tendency fields to history files.
In NEMSfv3gfs, there is a namelist variable ldiag3d to control outputting
the 3D physics field tendencies after a physics scheme is called. This
option can now be enabled to output temperature, u/v wind tendencies. When
requested, those fields can be output to nemsfv3gfs physics history files.
A bug fix related to previous commit (#61150) is added in the commit. It is
to fix the number of time steps when computing the hourly output fields for
restart case.

Ticket #60775: update qmin in cloud_diagnosis for GFDLMP.
The qmin is tuned in cloud_diagnosis for the interaction between GFDL MP
and radiation.

Due to the code change in #60775, the results of regression test
fv3_gfdlmprad is altered. New baseline is created. Regression test passed
on all the supported platform including wcoss (phase1/2, cray, dell),
theia, jet and gaea (c3 and c4).
