[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20190327

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Ticket #61777 <https://vlab.ncep.noaa.gov/redmine/issues/61777>:
sea-ice-surface-temperature in FV3 coupled model

In the coupled mode (ie cpl=true cplflx=true) the FV3 surface temperature
over ice is too warm. It turned out that in coupled mode, the surface
temperature in FV3 is not updated with ice surface temperature on ice
points, but still kept as the SST that FV3 received from coupled fields.
This is fixed by 1) FV3 will receive ice surface temperature from ice
model, not composite sst and ice surface temperature computed in mediator.
2) inside FV3, if the grid box is covered by 100% sea ice, FV3 surface
temperature is the ice surface temperature from ice model; if the grid box
is 100% open ocean, FV3 surface temperature is the sst from ocean model;
FV3 surface temperature will be the composited sst and ice temperature if
the ice fraction is greater than zero for both lake ice and sea ice; if the
grid box is 100% land, FV3 surface temperature will be computed from FV3
land surface scheme.

Also in this commit, the definition of outgrid used for writing the dump
files is fixed in cpl/module_cap_cpl.F90.

Above code changes are made to fix the FV3 surface temperature in coupled
fv3-mom6-cice5. They have no impact on standalone FV3 (nemsfv3gfs).
NEMSfv3gfs regression test passed on the supported platforms (wcoss
phase1/2, cray, dell, theia and gaea).
