[Ncep.list.fv3-announce] NEMSFV3GFS AND FV3 GIT REPOSITORY UPDATES 20190312

Dear all,

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Ticket #61150 <https://vlab.ncep.noaa.gov/redmine/issues/61150>: Severe
storm and max/min hourly diagnostics + gfdl microphysics full reflectivity
only at output times

New severe weather and max/min hourly fields were added, a full list of
fields can be found in the ticket. A subroutine fv3_nggps_tavg is added to
do statistic process at each time step to compute the max/min fields from
dynamics over certain output frequency. Also since the reflectivity
computation in the GFDL microphysics is expensive, the full reflectivity
computation that includes the effects of wet, melting ice is only turned on
at output times.

Above code changes do not alter baseline results. Regression test passed on
all the support platforms (wcoss [phase1/2, cray, dell], theia, jet and
gaea).
