[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20190305

Dear all,

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Ticket #57070 <https://vlab.ncep.noaa.gov/redmine/issues/57070>: Add
nesting support in write component

FV3 write component is updated to support nest domain when writing out
history files. The new capability allows user to remap native grid fields
to a user specified output grid besides the native cubed sphere grid.
Currently only regional configuration supports this option. ESMF version 8
is required for this new capability.

A new regression test fv3_stretched_nest_quilt that uses this capability is
added. There is no impact on current regression tests. Regression test
passed on all the supported platforms including wcoss (phase1/2, cray,
dell), theia, and jet.
