[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20190826

Dear all,

Following changes were committed to the NEMSfv3gfs/FV3 repositories:

Ticket #59523 <https://vlab.ncep.noaa.gov/redmine/issues/59523>: separate
FV3 dynamical core repository from FV3

The FV3 dycore inside VLAB FV3 repository in NEMSfv3gfs model is separated
from FV3 repo and points to github repo at:

https://github.com/NOAA-EMC/GFDL_atmos_cubed_sphere

This repo was forked from GFDL's authoritative repository at:

https://github.com/NOAA-GFDL/GFDL_atmos_cubed_sphere

Currently the code is identical to the code under atmos_cubed_sphere
directory in VLAB FV3 master.

The code changes do not have any impact on the regression test results. The
regression test passed on theia and wcoss phase1/2, cray and dell.
