[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20190828

Dear all,

Following changes were committed to the NEMSfv3gfs/FV3/fv3dycore
repositories:

Ticket #66699 <https://vlab.ncep.noaa.gov/redmine/issues/66699>: Calling
radiative transfer parameterizations on each physics time step
Code changes are made to add the capability of calling radiation at the
physics time step.

Ticket #66931 <https://vlab.ncep.noaa.gov/redmine/issues/66931>: fix time
window for accumulated fields in fv3 with IAU
Changes are made to fix the time window that is used to compute time
averaged fields in sfcf nemsio files in fv3gfs runs when IAU is on.

Ticket #62918 <https://vlab.ncep.noaa.gov/redmine/issues/62918>: output
omega field in fv3 history file
Omega (dp/dt) is computed in FV3 dynamics, and it directly affects the FV3
forecasts via convection (samfdeepcnv, samfshalcnv) and m_micro_driver and
gfdl_cloud_microphysics calls in GFS_physics_driver. The code is updated to
add capability of outputting omega field from FV3 dynamics to model history
file.

Ticket #65894 <https://vlab.ncep.noaa.gov/redmine/issues/65894>: add WW3
component in NEMSfv3gfs (part 2)
In this commit, gcc version number is added to cray module files; WW3
layout is optimized for current set of grids; compiling with WW3 as a
component is added as an option to tests/compile.sh.

Also ESMF library is updated to the latest pre-release version 8.0.0bs47.

Above code changes have no impact on regression test baseline. Regression
test passed on theia, wcoss pahse1/2, cray and dell.
