[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20181012

Dear all,

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Task #56011: Fix calling problem in NEMSfv3gfs physics driver and
additional tuning for the SA-TKE-EDMF scheme
The calling for scale-aware TKE-based moist EDMF vertical turbulent mixing
(SA-TKE-EDMF) scheme is missing in the current NEMSfv3gfs physics driver
when the advanced cloud microphysics (MP) scheme such as GFDL MP is used.
This problem is fixed. In addition, more tuning for the SA-TKE-EDMF scheme
has been conducted associated with the GFDL MP scheme. This change doesn't
affect the current NEMSfv3GFS baseline results which uses K-EDMF and GFDL
MP schemes.

Task #56090: lsmask change due to ice fraction from ice model in coupled
system
In current fv3 repo, when there was ice before, but then CICE5 melts all of
the ice, the logic in the fv3 code does not set the mask slimskin_cpl(ix)
to ocean (0.0), also the fv3 internal land sea mask does not set to
ocean(0.0) either. This is fixed in subroutine assign_importdata in
FV3/atmos_model.F90.

Due to these code changes, the results of global regression test
fv3_satmedmf and three regional tests is altered. The baseline for these
tests is created. Regression test passes on all the platforms wcoss
(phase1/phase2/cray, theia, jet(tujet) and gaea (c3/c4).
