[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20181016

Dear all,

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Task #54468: new options for the update radiation
The following options can be activated when the corresponding parameters
are set in the namelist file (input.nml.IN).
(a) updated spectral band mapping method for aerosol optical properties.
(iaer=5111)
(b) add option of de-correlation length cloud overlap method (Barker,
2008)(iovr_sw=3, iovr_lw=3)
(c) updated cloud optical coeffs with aer's newer version v3.9-v4.0 for Hu
and Stamnes (icliq_sw=2)
The legacy rh based diagnostic cloud scheme was removed.

Those options are currently not activated in the regression test, so there
is no change in baseline. Regression test passed on all the supported
platforms wcoss(phase1/phase2, cray), theia, jet(tujet) and gaea(c3/c4).
