[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20181005

Dear all,

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Task #55799 <https://vlab.ncep.noaa.gov/redmine/issues/55799>: several bug
fixes when running nemsfv3gfs in debug mode

It is found that in some test cases, several errors are shown up when
running NEMSfv3gfs in debug mode.
1) The debug prints in lines 421 and 435 in
atmos_cubed_sphere/tools/fv_treat_da_inc.F90 get "out of bound" error for
variable var in certain configuration, these debug print lines are removed.
2) when computing the diagnostic fields fluxr (40-42 and 43-45) in
gfsphysics/GFS_layer/GFS_radiation_driver.F90, "out of bound" error shows
up for array clouds in some case, this is fixed by using the layer index
for clouds array.
3) when computing the aspect ratio of the obstacle R in
gfsphysics/physics/gwdps.f, "divided by zero" error shows up in certain
case. This is fixed by checking the denominator when computing R.

FV3 repository is updated with the fixes. These errors are not caught by
current fv3 regression tests, so the baseline does not change. Regression
test with the new updated code passed on all supported platforms (wcoss
phase1/2, cray), theia, jet(tujet) and gaea(c3/c4).
