[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repository updates 20180511

Dear all,

Following changes were committed to the NEMSfv3gfs and FV3 repositories:

Task 45111:Include surface perturbations in FV3gfs
Port spectral GEFS surface perturbation capabilities to FV3gfs.

Task 49620: Bug fix for restarting random pattern for SKEB
A bug was discovered when restarting the random patterns for SKEB off of a
previous forecast. The SPPT and SHUM patterns restart properly, but the
SKEB pattern was essentially starting with a new pattern. This is fixed in
stochastic physics

Task 49908:Bugfix in micro_mg2_0.F90 and micro_mg3_0.F90 and atmos_model.F90
-The latest changes to micro_mg2_0.F90 introduced a bug by making a
previous interface variable local to a subroutine and not initializing it.
The npccn variable is initialized in micro_mg2_0.F90 and micro_mg3_0.F90
-A bug in atmos_model.F90 is found when fdiag(1) was replaced by
fdiag(1)+fhout. fdiag(1) should not be changed, this is fixed.

The bug fixes change results, new baseline is created on all the platforms.
Regression test passed.

A new tag nemsfv3gfs_beta_v1.0.2 is created for NEMSfv3gfs after this
commit.
