[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repositories were updated

Dear all,

Following changes were committed to the FV3 repository:

Ticket #41390 <https://vlab.ncep.noaa.gov/redmine/issues/41390>:
Computational Stability with SPPT and a few bug fixes

1. SPPT stability updates: the gravity wave drag parameterization (gwdps.f)
calculated the dividing streamline, where below this level, the flow is
considered to be blocked, and the mountain blocking scheme is active. A new
namelist parameters in the stochastic_physics block (use_zmtnblck=.true.)
changes SPPT to not make any physics perturbations below this level

other bug fixes:
1) ozone/h2o extrapolation bug fix, it only has impact when forecast time
is between Dec 15 to Jan 15.
2) radiation bug fix. This is accordance with code changes by AER for
rrtmg-lw version 4.82 and later. It is related to a separation of
evaluation criteria of the two pressure interpolation sides when computing
gas optical depth for the concerning spectral bands that dealing with two
major absorbing gases.
3) Bug fixes for uninitialized variable, one output field that should be
averaged, not accumulated, and the netcdf compliant time specification in
output fields
