[Ncep.list.fv3-announce] NEMSfv3gfs and FV3 git repositories were updated

Dear all,

Two emergency commits were made to NEMSfv3gfs and FV3 git repositories
today:

Ticket #46032 <https://vlab.ncep.noaa.gov/redmine/issues/46032>:
It was found that the surface pressure field in the surface history files
has wrong values (the surface pressure in atms files is correct), also some
incorrect error message shows up in the GFDL MP run from the latest
nemsfv3gfs master branch (70a0dbdf, FV3 7cb9e786).
Following changes are committed to fix the problems:
1) the pseudo surface pressure is computed in surface pressure field in
physics field bundle, and then the field will be recovered correctly.
2) the subroutine to find the output name for tracers will only be called
when a tracer is required to output.
3) To compute instantaneous total precipitation rate, the physics time step
is output as a meta data variable in surface history file.

physics bug fix

A parameter in h2o physics is changed to apply the H2O forcing only above
100hPa, instead of 300hPa in the current version.
