[Ncep.list.fv3-announce] test

Dusan,

There is no straightforward way to pass configuration information to the
NEMSAppBuilder.  Everyone should use the compile.sh for standalone NEMS FV3
until we replace the NEMS build system.  Even the NEMS Compset runner uses
the compile.sh for most of its tests.
