 tic21 has been reintegrated into the fv3gfs trunk.  Please see

 changes, especially comment #12.

 What's working?
 ---------------

 1.  running with NSST in forecast
 2.  running with GFDL MP or Zhao-Carr MP (set ncld=5 or 1 in config.fcst)
 3.  Use either FMS or WRITE COMPONENT for I/O (set QUILTING to T or F in
 config.base)
 4.  NEMSIO output on either model native cubic sphere grid or global
 Gaussian grid


 Note Xu Li is still working on installing NSST in GSI for cycled
 experiment.  Jun Wan is till fine tuning the Write Component.  The GFDL_MP
 is working but no tunign and benchmark test have been carried out.  Not
 all output surface variables found in current operational NEMS GSM are
 presented in the FV3GFS.

 To use this workflow, the model version needs to be
 https://svnemc.ncep.noaa.gov/projects/nems/apps/NEMSfv3gfs/branches/jun/tic26.
 See FV3 tic#26 to track updates made to this version of code.

 To run cycled experiments, uses also need to use two temporary GSI scripts
 Luna:/gpfs/hps/emc/global/noscrub/Fanglin.Yang/svn/fv3gfs/tic21/global_shared.v15.0.0/scripts
 exglobal_analysis_fv3gfs.sh.ecf
 exglobal_enkf_fcst_fv3gfs.sh.ecf
 The DA group will place them in one of their GSI development branches.

 I have run a set of tests using different combinations to test the system.
 They all appeared to be working as expected.
