 Commit miscellaneous changes related to verification:

 1. Move generation of grib1 GFS forecast files containing {{{PRATE}}} and
 {{{T2M}}} from {{{arch.sh}}} to {{{JGFS_POST.sh}}}.  Related to this
 modify {{{arch.sh}}} to simply copy the grib1 files from the GFS
 {{{ROTDIR}}} to the online archive, {{{ARCDIR}}}.  The grib1 GFS forecast
 files are used in the CONUS precipitation verification.

 2. Change {{{COMROT}}} in {{{vrfy.sh}}} to point at the online archive,
 {{{ARCDIR}}} to pick up the grib1 GFS forecast files used in the CONUS
 precipitation verification.

 3. Add {{{BASE_GDAS}}} and {{{BASE_GFS}}} to {{{config.base}}}.
 {{{BASE_GDAS}}} and {{{BASE_GFS}}} are used to define the path to
 components used by DA monitoring jobs.

 4. Related to 3., update {{{HOMEgfs}}} in {{{config.vrfy}}} to point at
 {{{BASE_GFS}}}.

 5. Update the {{{BASE_POST}}} in {{{config.base}}} to point at post tag
 {{{ncep_post.v7.7.2}}}.

 6. Load modules {{{pm5}}} and {{{prod_envir}}} in
 {{{module_base.wcoss_c}}}.  The Minimization Monitoring package uses
 features in {{{pm5}}}.  Several verification scripts assume WCOSS
 production environment variables are defined.  Loading {{{prod_envir}}}
 defines these variables.
