 Fanglin found that surface fields in GDAS post output files contained
 undefined or unreasonable values.   Examination of the scripts identified
 the issue.  The GDAS run of the post needs to link the surface forecast
 file to local file {{{flxfile}}} in order for the ncep_post to extract and
 write surface fields to the post output file.   Job {{{JGFS_POST.sh}}} was
 modified accordingly.

 Note that even after this change some 2d fields in GFS and GDAS post
 output remain undefined or have unrealistic values.  The current
 configuration of the FV3GFS model does not generate all the 2d fields
 which the current operational NEMS GSM generates.
