 Merged trunk trunk workflow to tic21 branch.

 Moved all pend/psub related directories and scripts to a newly created
 legacy directory, which will be deleted in the near future.

 Moved all Rocoto related directories and files one layer up directly under
 ~/gfs_workflow.v15.0.0.  Updated relevant scripts to make them work with
 this new structure.

 Cleaned up obsolete files under ./ush directory.
