 In order to run FV3GFS cycling with NSST, a few items need to be done:

 1. Model

    Add NSST variables to sfc diagnostic/history file (done by Fanglin).

 2. Workflow
    Modify config.fcst, config.anal and config.base file to set nsst
 parameters
    Modify prep.sh to generate nsstbufr data file

 3. GSI
    Add a new interface in GSI code to read sfc history file (nemsio,
 Gaussin)
    Modify scripts: exglobal_analysis_fv3gfs.sh.ecf
 4. Add the function to update NSST analysis in global_cycle

 At present, item 1 to 3 have been done and tested with a cycling run, it
 works well (but without the foundation temperature analysis update, which
 is supposed to be done in gcycle (George is working on it).

 Can you do a review on the item 2 above, the changes in workflow?

 After the review, we can consider to commit the changes to your branch
 tic21.
