Comment (by fanglin.yang@…):

 1) removed gfs_dwn_nems.sh and gfs_dwn.sh from shared directory. They are
 now placed in workflow/ush and renamed for fv3gfs application.
 2) updated gfs_workflow.v15.0.0/ush/fv3gfs_downstream_nems.sh and
 fv3gfs_dwn_nems.sh per Wen Meng suggestion to turn on bitmap generation in
 downstream grib2 files
