 I compared your local copy with tic21 trunk.  All of your changes look
 fine except for

 1) you moved zsea2 and zsea2 to config.base, but they are still only used
 in config.fcst.  Cannot they be kept in config.fcst?
 2) It appears you used an older version of
 parm/parm_fv3diag/diag_table_history. Please use the version from tic21,
 then make your changes.  I see you removed a few nsst variables from the
 2d history output.

 3) I pasted below Russ's comments.  Please consider move the nsst prep
 section to exglobal_makeprepbufr.sh.ecf

 The operational JGDAS_PREP and JGFS_PREP do not create the NSST bufr file.
 Script exglobal_makeprepbufr.sh.ecf creates the NSST bufr file.    I think
 Rahul and Fanglin designed the FV3GFS workflow with the intent of keeping
 it as close as possible to the operational workflow.    The FV3GFS
 workflow does not yet use exglobal_makeprepbufr.sh.ecf, but it has moved
 closer to doing so by executing drive_makeprepbufr.sh from prep.sh.

 I think it is preferable to move the NSST lines in prep.sh into
 drive_makeprepbufr.sh.   The only NSST line we may want in have in prep.sh
 is in a nsst copy in the else block of DO_MAKE_PREBUFR=YES.   This copy is
 for situations in which you already have a nsst bufr file (eg, extract
 from production runhistory tapes).
