 I have run C96 forecast with IC generated from this new CHGRES that
 contains nsst.  This "cold" start case without nsst spin-up runs to
 completion.  Please see
 Luna:/gpfs/hps/ptmp/emc.glopara/prfv3test/gfs.20170417/00/RESTART for the
 nsst fields written out at the end of the end of forecast.
