[Ncep.hmon] Proposing to remove input GFS/GDAS/ENKF files for 2016 and 2017 storms from wcoss cray/dell disks

Bin,

It looked like that we are OK with the directory in nco storage:
/gpfs/dell3/nco/storage/hurpara/hwrfdata_PROD2019/
We have used 291T with a 300T quota.

Both 2016, 2017,2018 data are residing in  ./nco/storage

The disk space that other group complained is:
/gpfs/hps3/emc/hwrf/noscrub/emc.hurpara/hwrfdata_PROD2019_rt3s
2019 GFS data are residing in this directory.

We could delete the 2016 and 2017 files , and move 2019 to nco/storage
directory if necessary.
