[Ncep.hmon] Proposing to remove input GFS/GDAS/ENKF files for 2016 and 2017 storms from wcoss cray/dell disks

Hi Zhan,

Yes, this is exactly what I am doing, moving the enkf data (for 201909)
under:
/gpfs/dell2/emc/modeling/noscrub/emc.hurpara/hwrfdata_PROD2019_rt3s/2019
into
/gpfs/dell3/nco/storage/hurpara/hwrfdata_PROD2019/2019/

We need another 36Tb disk space to finish the move. So, if no one is using
those 2016 and 2017 input files, we will need to delete them.
