[Ncep.hmon] Proposing to remove input GFS/GDAS/ENKF files for 2016 and 2017 storms from wcoss cray/dell disks

Hi Avichal, Zhan, and All,

Since we are very tight on wcoss disk spaces/quotas, I think we should
clean up all the input GFS/GDAS/ENKF files for 2016 and 2017 storms (maybe
also the storms before 08/25 for 2018 storms) from the wcoss cray/dell
disks. And as you know, those are from an early version of FV3GFS (before
the GFS.V15.1 version). And in any case, these are already out of the
typical three-season, which we typically run for retro-tests.

Specifically, I am talking out the input data under these locations:
/gpfs/hps3/emc/hwrf/noscrub/emc.hurpara/hwrfdata_PROD2019_rt3s/2016
/gpfs/hps3/emc/hwrf/noscrub/emc.hurpara/hwrfdata_PROD2019_rt3s/2017
/gpfs/dell3/nco/storage/hurpara/hwrfdata_PROD2019/2016
/gpfs/dell3/nco/storage/hurpara/hwrfdata_PROD2019/2017

Please let us know if you want to keep some of these input data on wcoss
disk.
