[WAM-IPE] Updating the He+ solver in IPE

Dear all

I updated the He+ solver in IPE.

I finally finished the validation and have committed to the ipe repo:
https://github.com/IonospherePlasmasphereElectrodynamics/ipe/tree/naomi

I saw some speed up in the IPE for 2009 case while the comparison between
(a)before and (b)after the changes visually looks identical.

Speed comparison:

WallTime: =(a)02:59:48(b)01:48:30
CpuTime: =(a)71:51:40(b)43:21:05

This speed improvement means that He+ solution was taking more than it
should in the original trunk version.
